Space and participation for all
Portugal presided over the Council of the European Union in the first semester of 2021. The motto for the presidency was «time to deliver» and its youth programme focused EU Youth Goal: Space and Participation for All, dedicating special attention to youth rights, youth participation and multi-level youth policies.
In Portugal, Local Youth Councils are compulsory since 2009 and represent the main forum for youth participation in local youth policies. They are protected by law, ensure space, time, resources and support for constructive dialogue and collaboration between young people and the municipalities.
Twenty-two years after the publication of the Portuguese National Law 8/2009, which established the legal framework for Local Youth Councils, A3: Local Youth Councils National Meeting 2021 creates the first wide-range debate on the future of local youth councils and youth participation.
